COUNCIL MINUTES

April 12th, 2021

A meeting of the City Council of the City of South Sioux City, Nebraska, was held at the South Sioux City Council Chambers, 1615 1st Avenue in said City on the 12th day of April,2021, at 5:00 P.M. Present were: Mayor Rod Koch and Council Members: John Sanders, Jason Bowman, Carol Schuldt, Bruce Davis, Jasper Kriens, Rick Bousquet, Jim Gunsolley, Ben Schultz. Absent:  Councilman.  Media in attendance: Dakota County Star.  Notice of the proceeding was given in advance thereof by advertising in the Dakota County Star and Mundo Latino attached to these minutes.  Notice of the proceedings was given to the Mayor and all members of the Council and a copy of their acknowledgement of receipt of notice and the agenda is attached to these minutes. Availability of the agenda was communicated in advance notice to the Media, Mayor and Council of this proceeding and was open to the attendance of the public.

Mayor Koch, stated that a current copy of the Open Meetings Act is posted on the north wall in the rear of the Council Chambers & is available for review by citizens in attendance. A sign-in sheet is available at the entrance to Council Chambers.  We ask for your assistance by signing in as this is a Federal Grant requirement.  It is strictly voluntary to complete the sign-in sheet.

Mike Wright, wellness coordinator from South Sioux City School shared about the Wellness Program and discussed the fun run on May 8th, 2021 Wellness Fun Run Walk starting at Freedom Park.

FTC Robotics Team form South Sioux City High School 7924 team Red Totes brought the Robot they built that shot rings and picked them up.  They are 8th in the State of Iowa.  Congratulations.

Engineers from JEO Consulting Group and Olsson were present to give updates and to answer any question on various projects in the city.  No Action taken.

Mike Newhouse talked about the future of Freedom Park and events that will be going on and construction that may be happening.  Larry Brostad and Mike Weaver board member on the Freedom Park Board discussed with the Council maintenance outside at Freedom Park asking if there is any help that can be given by City.

Marion Can and Marta Nelson with the Daughter of the Revolution stated to the Council that they will be building a NEVER FORGET GARDEN IN HONOR for the Tomb Guard Society.  No action taken.

Interim Tim Kacena gave a Fire Department Report.  Not action taken.

Code Enforcement Director Kent Zimmerman provided a report and visual statistics from the Inspections Department from 2017 -2020.

At 6:09 p.m. Mayor Rod Koch opened the PUBLIC HEARING regarding the Application to USDA Rural Development.  Notice is hereby given that the City of South Sioux City intends to file an application to USDA Rural Development for financial assistance in the amount of $249,000 for assistance with the purchase of new street equipment that was destroyed by a fire on January 28, 2021.  There was no one present requesting special services or to speak in favor of or in opposition to the proposed conditional use permit.  At 6:10 p.m. Mayor Koch declared hearing closed.

At 6:11 p.m. Mayor Rod Koch opened the PUBLIC HEARING regarding the Application for Nebraska Affordable Housing Trust Funds (NAHTF).  The City of South Sioux City along with local developer will create a new housing subdivision that will result in an initial eight homes to be constructed at 17th and G Street within 36-months. The City is requesting a total of $500,000 from NAHTF including $300,000 infrastructure development (streets, water, sewer, storm sewer); $188,000 for home buyer assistance; housing management $4,000); and $8,000 for general administration. City cash match totals $373,500.  Leverage funds includes developer land purchase and up-front construction costs. There was no one present requesting special services or to speak in favor of or in opposition to the proposed conditional use permit.  At 6:12 p.m. Mayor Koch declared hearing closed.
