Bidding Timeline: Bids need submitted to City Clerk’s office at 1615 1st Avenue, no later than 1:00 p.m. on July 28th, 2022 may be dropped off at drive up window. Bids need to be sealed on the outside (Boat Ramp Parking Lot). Bids will be opened on July 28th, 2022 at 1:00 p.m. The City reserves the right to select the best bids. The best bids will be the determining factor. Once the bidder has been selected and the below insurance requirements are completed, an agreement will be signed and the project can proceed. All contractors will be required to sign in as an E-verify company and have Duns number provided previously, it is unnecessary to duplicate.
NOTICE TO BIDDERS
Sealed proposals will be received on general contracts for the rehabilitation of three (3) residential structures in the City of South Sioux City, NE. This work is being financed through Community Development Block Grant (CDBG) funds from the Nebraska Department of Economic Development (NE DED).
Bids are being solicited by invitation and through published public notice. Bids received from contractors barred from participation in federally assisted projects will be rejected. All bids must be prepared and submitted in accordance with the Instructions to Bidders and in compliance with the South Sioux City Housing Program Minimum Rehab Standards, as included in the bid packet available at South Sioux City Hall, 1615 1st Avenue, South Sioux City, NE, 68776. Bid packets can be forwarded via email upon request.
Contractor and/or subcontractor must hold a current Contractor’s license in Nebraska and South Sioux City. It is the policy of the City of South Sioux City to promote the opportunity for full participation by minorities and women business enterprises in all housing and community development programs. Minorities and women business enterprises are encouraged to bid. In Federal funded contracts, the City of South Sioux City and any contractor will adhere to Section 3 of the Housing and Urban Development Act, as applicable.
To be eligible for projects requiring disruption of surfaces containing lead-based paint, a bidder must be a Lead Professional Firm or Lead Abatement Contractor certified by the Nebraska Department of Health and Human Services (DHHS), and workers conducting lead-based paint activities must be Lead Safe Renovators or Lead Abatement Workers certified by DHHS. Radon Mitigation Systems must be installed by licensed Radon Mitigation Businesses as on record with DHHS of Nebraska.
Bids must be itemized and must be in a sealed envelope with the company’s name and individual project name. NOTICE OF PUBLIC HEARING ON A GRANT APPLICATION TO THE NEBRASKA GAME & PARKS COMMISSION – Land and Water Conservation Fund
NOTICE IS HEREBY GIVEN that on August 22, 2022, 5:00 p.m. in the Council Chambers at City Hall, 1615 1st Avenue, South Sioux City NE, the City of South Sioux City will hold a public hearing regarding a grant application to the Nebraska Game and Parks Commission.
South Sioux City is applying to the Nebraska Games and Parks – Land and Water Conservation Fund to provide two playground structures at Covington Park and Curry Park. These playgrounds would have a main play structure, swings and dynamic pieces for spinning all set on poured-in-place rubber.
The City of South Sioux City is requesting a Land and Water Conservation Fund grant for $150,000 with $100,000 City share and a $50,000 Papio Missouri River Natural Resource District grant. The total cost for the project is $300,000.
The grant application will be available for public inspection at City Hall, Economic Development. All interested parties are invited to attend this public hearing at which time you will have an opportunity to be heard regarding the grant application. Written and oral testimony will also be accepted at the public hearing scheduled for 5:00pm, August 22, 2022, 1615 1st Avenue, South Sioux City, NE, Council Chambers. Written comments addressed to Lance Hedquist, City Administrator at 1615 1st Avenue, South Sioux City, NE 68776 will be accepted if received on or before August 22, 2022.

A meeting of the City Council of the City of South Sioux City, Nebraska, was held at the South Sioux City Council Chambers, 1615 1st Avenue in said City on the 25th day of 2022, at 5:00 P.M.
Present: Mayor Rod Koch and Council Members Jasper Kriens, James Gunsolley, Bruce Davis, Carol Schuldt, John Sanders, Rick Bousquet and Ben Schultz.
Absent: Jason Bowman
Media in attendance: Dakota County Star. Notice of the proceeding was given in advance thereof by advertising in the Dakota County Star and Mundo Latino attached to these minutes. Notice of the proceedings was given to the Mayor and all members of the Council and a copy of their acknowledgement of receipt of notice and the agenda is attached to these minutes. Availability of the agenda was communicated in advance notice to the Media, Mayor and Council of this proceeding and was open to the attendance of the public.
Mayor Koch, stated that a current copy of the Open Meetings Act is posted on the north wall in the rear of the Council Chambers and is available for review by citizens in attendance. A sign-in sheet is available at the entrance to Council Chambers. We ask for your assistance by signing in as this is a Federal Grant requirement. It is strictly voluntary to complete the sign-in sheet.

NOTICE OF PUBLIC HEARING ON A GRANT APPLICATION TO THE NEBRASKA GAME & PARKS COMMISSION – Recreational Trails Fund
NOTICE IS HEREBY GIVEN that on August 22, 2022, 5pm in the Council Chambers at City Hall, 1615 1st Avenue, South Sioux City NE, the City of South Sioux City will hold a public hearing regarding a grant application to the Nebraska Game and Parks Commission.
South Sioux City is applying to the Nebraska Games and Parks – Recreational Trails Program to provide approximately 2,600 linear feet concrete trail between Foundry Road and 29th Street. This trail will be constructed 10 ft. wide along the recorded city-owned 30′ easement for the MidAmerican gas line. The trail links the Siouxland Freedom Park, existing trail system (Veterans Drive) to the 29th Street trail (Overlook Trail) that further links with a new elementary school, Cardinal Elementary School, community park, and planned housing construction in this area.
The City of South Sioux City is requesting a Recreational Trails Program grant for $250,000 with $100,450 City share and a $100,450 Papio Missouri River Natural Resource District grant. The total cost for the project is $450,900.
